Having worked on a production (unit or building) doesn't lower the cost if you want to immediately purchase it.
For example I was building a stable and was about 75% complete, and wanted to hurry production with gold but the cost didn't scale with the amount of work you had already completed.
I remember in Civ 4 working on a production lowered the gold cost of hurrying production by paying to finish the production.
