After re-installing the game, I noticed something with is thwarting my previous strategy.

Usually I'd sell luxury resource to a rival civilization for 300 gold, then pay the 500 tribute to gain the resource back from a city-state. However, it isn't listing the luxury under my happiness list.

Is this supposed to play out, where I can't sell my luxury AND receive it from a city state?

It may be that the city state hasn't yet developed the resource in question. I've had that happen to me on occasion. I'm not sure how you can be sure that the resource is available, if you don't have a "clear view" of the CS. I assume that you can only tell once you have allied with them and can look to see if there is a mine, or plantation, or work boat, or whatever in place...???
 
That's exactly it - if the CS doesn't have a resource improved, they don't have it. Just like you. Sucks to drop 500 or 1,000 because you desperately need a resource, and then you discover that the CS doesn't have it.
Wish that the Diplo screen wouldn't show a CS as having a resource before it's actually "available..."

I so agree, it's irritating to hover you cursor over ever CS in the game to see if they improved it. Like fishing boats for Pearls, can take ages for them to get it up.

Maybe the resources should be in red until they are improved, and turn green when they are. Usually this problem on levels from prince and above is determined by barbs stealing workers.
