Hey, here's an idea for limiting nukes a bit. How about rather than having them launch from cities, you'd actually have to build a specific area in your city's territory for launching nuclear weapons. It could also add a strategic component since you'd seek to take out the silos of others to prevent retaliatory strikes (which would go well with Ed Beach's claim that nuke strike damage is a bit more tile-specific).

I'd still ideally like them to launch on one turn (warning your opponent that they are launching) and then striking the next turn (so they can launch retaliatory strikes in the meantime), but that's a suggestion for another day.

BTW, I am really sad right now that I can't add "Our words are backed by nuclear weapons" as a tag.
