Nuclear weapons, and other missiles

Do they cost any in upkeep? I've heard some people talking about having hundreds of ICBMs or cruise missiles or whatever.

Also, how are they stacked? Individually like a garrison with units or numbered somehow (Like resources are)?

Yep they cost upkeep, I had 500 ICBMS and it cost me 500 extra a turn

I could have swore that a while back I had a game and I was building TONS of cruise missles and they cost no upkeep. Since I installed 1.17f, I have noticed that the cruise missle has a upkeep cost of one. Anyone able to confirm if cruise missles are free for upkeep in an earlier version?
