It appears the Stategic Missle Defense (SMD) works the same as espionage missions, as far as randomness works. If it succeeds at a certain mission, it will always succeed on a given turn. I had Persia and Germany launching nukes at me (probably about 20 nukes). The first 6 or so nukes launched at one city (that had uranium) ALL were shot down. Then a couple hit some other cities, but the last 8 nukes were launched at another city (can't remember if it had a resource, but was in the mountains) were ALL shot down. So it seems that if you aim a nuke at a city and it gets shot down, don't try that city again until the next turn (or aim one tile away, I suppose).
