[GS] Nuking Canada without declaring war?

According to a post on Reddit, you can fire nuclear weapons at Canada without declaring war (the message pops up but when you do the action no war is declared). If true, does this apply to other things like, say, attacking their troops or cities? I'm scared to find out...

Believe it or not, Canada cannot nuke another civ without denouncing them first.

Must be a glitch because they aren't allowed to do surprise wars....it should not allow them to do it but sounds like it does for some reason.

That‘s interesting. They thought of other loopholes, like moving troops to the Canadian border: you have only one choice (merely passing by). You also can‘t directly attack a unit. So being able to nuke Canada is probably something they haven‘t tested or simply forgot as a possibility.

Why did nobody in the Canada Dev Livestream said anything about nuking?
