Nvidia Offer

Has anyone used that nvidia offer for the "upgrade coupon" to the digital deluxe edition? I can't tell if I can buy the regular version on steam, then buy the video card later and have my steam purchase "upgraded," or if I must buy the video card first and then I can buy the digital deluxe for $10 less. Steam tech support had no idea and Nvidia put me on hold for a half hour and then hung up. Any insight you have would be appreciated, thanks.

Steam has nothing to do with it, and since NVIDIA has been unhelpful try e-mailing 2K or Firaxis.

It's a coupon code for their service though, shouldn't they know what coupon codes exist on steam and what they do?
