OCC Cultural Victory no longer possible??

I was playing a OOC game with BTS, playing as the Native Americans. Needless to say, I was losing badly. Fortunately, no one wanted to attack me, so I decided to push all my efforts towards culture. I had four religions spread to my city, switched to Caste System, etc. etc. and began pumping out Great Artists. In 1868, while I had the lowest score of all my opponents, my city did make it to Legendary Culture. I clicked end turn, and...nothing. Okay, says I, maybe you have to last another turn, so I ended turn again, and still, nothing. What gives? I realize that in a regular game, you need 3 cities with Legendary, but my impression was that with OCC you only needed the one (as that's the only one you can build). Am I missing another requirement?

no, you never could win OCC by cultural victory without "help". i know of two ways to do it. the standard is to form a PA with an AI and help 2 of his cities hit legendary also. you can't culture bomb his cities but you can settle GAs.

ruff_hi thought of a really spiffy and quite offbeat way to win OCC cultural in an always-war game. see this for details. i like it!

btw, in any type of OCC game, you continue to gain culture after reaching Legendary. but your borders never expand further. so if there's oil or something you crave one tile away, well, you're not gonna get it, even if you get 5000 great artists. which can be frustrating grrrrrrrrrr. but i love OCC anyway.

Love OCC and was frustrated also when I saw the first time that I didn't win a cultural win. However that would have been to easy right? You can get all wonders (national) in that city. National and heroic epic, globe, hermitage, oxford and wall street. Nobody can beat that.

About the challenge by Ruff_hi very nice game. Ok, not telling the complete truth but still nifty.

Actually, you can win a Cultural victory without either of the methods mentioned by KMadCandy. There's a bug in the game that allows you to use the AP to "assign" cities to the player - even if playing OCC. I checked it out in one of my games, I was easily able to get multiple cities. I managed to snag 5 cities that way, giving me a total of 6, plenty to ensure a cultural victory.
