I've noticed that on chieftain, warlord, and king, I can win an OCC. It seems that until emperor, the AI doesn't try to research technologies. I can build most wonders, and get the bonuses from technologies. Does anyone else notice this?

I play civ rev for iphone.
The AI research pattern is optimized for warfare. Once they get knights they start pouring resources into wars instead of tech and stall. The OCC-best path goes for Democracy+wonders. You will normally buy the pre-industrial military techs.
At emporer/diety they can research and (especially) trade fast enough to beat you to important techs despite preferentially choosing war techs.

Playing with one city makes King-level interesting while avoiding the big armies of the upper levels.
On emporer OCC is a stiff challenge, many dramatic losses.
On diety I won with one city only once with japan and an island start. Usually just a beatdown.
