How hard would it be to add in a new choice when you take over an enemy city?

Instead of just choosing to install new governor or destroy the city, i would like to add in the option to "Occupy Territory".

This moves your troops into the city but you do not take ownership of it, it remains in the ownership of the enemy civ. The city can not produce anything, no reserach, money or spy points are created from the city for you or the enemy and the enemy still must pay for its maintenance. Occupying a city does not cost you in maintenance of the city. The borders are limited to just the city tile for the whole time it is under occupation.

While the city is occupied, there is a high chance that rebel troops loyal to the enemy/original owner are spawned from it.

After peace is declared, you can still occupy the territory, but at a negative diplomatic cost to the original owner and any friends of the original owner. You can stop occupying the city by simply pulling your troops from the city or choosing the "Leave City" option from the diplomatic screen, like when you "Liberate Cities". Once you leave the city, all negative attitude towards you in regards to Occupying Territory is removed.

This would be cool for bullying a nation into becoming a vassal state, but not having to pay for the cost of maintaining the city while at war. Once they capitulate, you can pull our troops back to your borders. Also be cool if you just want to go in and cripple a nation for a little while, but you dont actually want to take over there country, you just kind of want to take out the bulk of there army or ransack their country side or occupy a city for a while to use a defensive outpost in the region but dont want to have to pay for its cost if it is a ridiculous distance from your national borders or if you just want to use it for a temporary period of time.

It would also go well with my idea for getting a negative punishment in diplomacy from wiping out a civ (refer to my genocide idea else where in this forum). You could take over alll there cities but when you get down to their last city, instead of wiping them out, you simply occupy there last city, stopping you from getting the "You have committed Genocide!" punishment from all civs. Plus if later you decide to be peaceful, you could pull back your troops and let them continue on in the game, or make them your vassal, or continue to battle and oppress them and fight off the rebel uprisings that continuously occur if you refuse to pull your troops out of the city. Other civs could also declare war on you to try and save there friend from oppression.
