Odd Borders

After I took Athens I expected the Ottoman borders to rescind out of Greece but it seems either the cultural value of Athens is too low, or Ankara is too high. Both of which strike me od as the cities are equal in size and equally battered by my attakcs. I'm fairly certian Ankara lacks any cultural buidlings. It seems their borders surge past Athens and Constantinople even though Ankara is culture less. Anyone encoutered this?

 
It would have to have at least some culture, the Ottoman palace is there.
 
Well, you just took Athens, so it doesn't have any (of your) culture. SO it's understandable that it has only 9 tiles, right now. As for ANkara, how do you know it is "cultureless"? It looks like it's borders have expanded out to the 4th tile, over the years. Just because you have destroyed all its culture buildings doesn't mean it loses any of its already built-up culture.
 
Ankara has at least 1000 Ottoman culture. Constantinople and Athens have no English culture. The only culture that counts for borders is culture built by the civ that controls the city.
 
Well, when the capital changes they automatically get a palace built there, right? I'm actually not sure. I was assuming it was automatically put there, but it doesn't even matter if you say you're fairly certain it is cultureless, because then I don't think you investigated the city, which would help explain why its borders are so large.

As others have said, the city might not have cultural buildings, but it retains its built up culture, and you have produced no culture in those cities which you have captured. The borders look pretty typical to me.

You can still investigate cities with spies in conquests, right? I only have PTW.
 
you can just investigate a city if you have an embassy with that civ.

It definitely has a lot of culture, which makes sense, if it is that close to the capitol. It may even have wonders.
 
Looks like somebody had fun with nukes. :)

And if you don't take out Ankara quickly, you risk a culture flip.
