Odd Mouse glitch

Playing on Vista 64 bit, quad core CPU, 2GB RAM nVidia 9800 GTX+. DX11.

I already have a few persistent graphical glitches which I've put down to the graphics card being just barely adequate. strange grey vectors appear obliterating certain areas of the map after 200 or so turns (variable) button graphics are frequently replaced with pixelated blocks and a few other minor irritations. I can get past these by switching to the 2D view.
Now comes a new one, my mouse pointer jumps approximately 1cm north of where the monitor thinks it is. I.e. I want to click on something so I have to hover my on screen pointer approx 1 cm above the target to get a response! Has any one else had this quirk? Any suggestions.
I currently restart the game and it goes away for a while but it's getting frustrating as the whole reload process is far from quick.

Help appreciated.

Edit. Another post suggests Steam settings, verify integrity of game cache. I'll try this when I get a chance at home and see if this works.
 
I have a very similar issue except the mouse pointer in-game is actually off by a couple of inches from where it appears in-game....so for example...I need to move the in-game pointer about a couple inches to the right and down of an area to highlight any of the items on the main menu or in-game. The game was running fine prior to my recent upgrade to Windows 7. This is off a fresh install of the game with no-mods installed. Game installed from steam, so it should have the latest patches.

Anyone else experience this ghosting affect that appears to highlight an area away from the map pointer? I am using the directx11 version of the game...ran the verify game integrity check and that doesn't appear to be the issue.

note: trackpad moves the in game pointer the same way as the mouse and appears to also have the same issue...so I don't think the issue is with the mouse...per se.
 
Update

Did the 'verify integrity of cache' thing and appears to have resolved the issue. Limited to to play so far so will be back here if it comes back!
