Quorum and Amendment proccess?

Leave the DG5 rules in place. We went through quite a bit of discussion on these.

As there has been no further discussion on this, we'll take this one to the polling phase. This one should be the first to be put into the constitution, as we'll be basing all other polls on this one. Since Daveshack's idea was the generally accepted one, I will include his idea, along with the other ideas to implement with it. The poll will last 4 days. Once accepted, it'll go into a formal writing and discussion phase (which shouldn't take that long), and then a final poll to fix it into our constitution.
