Fionn named it, after recieving governorship after a poll and a council conformation.

I'd like to find out, too.

I think that, based on the way borders were drawn, it lies just outide the eastern edge of the "defined" province.

Yes, I believe you're right. I had made note of this in the discussion thread for this poll.
