On ruins and the occasional goodies that come from them

    Is there anything that affects getting caravans/heroes/refugees from ruins?

    Does leaving the ruin unimproved help this, your security rating, etc?

    In short, does anything make these bennies (one of my favorite parts of Fury Road) more or less common, or is it just luck?

    The industrious trait gives you twice as many found items in ruins. Controlling more ruins plots gives you more found items, that may be obvious. Nothing else affects the rate; there aren't any improvements or anything like that which affect it. Note that animals also spawn on ruin plots, unless you have a unit or improvement there; so if you go after a large number of ruin plots, you may want to build junkyards on all of them to prevent animals from becoming a problem.

    It has been suggested that as your safety rating rises, you should get more refugees, or maybe there should be a building "refugee center" which would let you get more refugees. I agree with this, but if I add that, it will probably cause refugees to appear somewhere outside your borders. That way you have to escort them in, or risk them getting eaten.

    Well that would explain why I found so many more items/refugees in the one game I played, I was playing the Industrious Tinkers.
