One more about the Apostolic Palace?

OK, I've searched through the BtS database and found several interesting threads about the Apostolic Palace but cannot find the absolute and definitive answer to: Can one choose resolutions to propose if they are the current Resident?
Here is my sitch: I am located on one continent with friends/rivals Cyrus and Alex. We are all the same religion as the Apostolic Palace. I lost out to Cyrus and then to Alex in the first few elections but eventually wooed Cyrus enough to vote for me so i am now the current Resident. In the past when Alex was in charge he would declare war upon me, try to get through my impenetrable defenses and once i started kicking his arse a resolution to stop the war would pop up and inevitably stop the war.:mad:
Is there any way for the human player who is Resident of the Apostolic Palace to choose which and when a resolution is to be voted on?
I have built this WW in the past and have never found a way to propose resolutions except to wait for and accept the occasional resolution pop up.

Something that desperately needs to be changed about AP is this very issue. I've turned off diplomatic victories b/c of this annoying stuff. You just have to wait for the resolutions to pop up and give you the options (which are usually pretty lame)
 
Most often, there's nothing you can vote on. It would be nice if it was like the UN, where every 5-10 turns or whatever, the resolution screen popped up, even if there wasn't anything useful to vote on (even if it's just "open borders with all AP members"). They should always find something to vote on (close borders with one of the heathens, etc...). The only one that reliably gets voted on is "stop the war with ..." which seems to happen usually one or 2 turns after I declared war on someone...
