Why is it that no one acknowledges the fact that the Republican Congress was largely responsible for the fiscal conservatism of the Clinton Era?

Because virtually all of the same Republicans spent like drugged pop stars both before and after Clinton. And also it was Clinton more than Congress that worked to control spending.
