Open Borders from nowhere

Hello everybody

I'm playing Civ 5 Vox Populi Beta 5.0.1 with the only other mod InfoAddict. I would like to report a possible bug.

I want to stop giving Open Borders to Napoleon, but when the deal passes out Napoleon keeps having Open Borders in my territory. I took a number of screenshots of the relevant deals I had with him thoughout the game:

• Early: Accept Embassy
• Turn 156-256: Defensive Pact
• Turn 199-249: Open Borders 2 sides
• Turn 250-300: Open Borders 1 side (Napoleon give me Open Borders and I closed mines)
• Turn 251: Napoleon keeps having Open Borders within my territory (didn't notice it then)
• Turn 258: Defensive Pact
• Turn 301: end of the Open Border 1 side deal (I refused to renew it). Tooltip says I'm already allowing Open Borders.
• Turn 302: Napoleon keeps having Open Borders within my territory

I'm attaching a screenshot for each of this step and my save file.
