How do you ask another civ to change its state religion?

It's an option in the trade screen with that civ when you talk to them. Usually the last option on the left under civic changes. However, a few things need to happen before they will change to your religion or for the option to appear, as follows:

    1) They must not only have the religion, but have a significant population with that religion, if they have more than one. If it's the only religion they have - say in only one city early in the game, they will usually switch automatically anyway.

    2) They haven't switch civics or religions in the last several turns

    3) Your relationship with that civ is positive. In which case you may have to trade them a tech or gold to get them to switch. Some civs who are friendly will switch for nothing.

    4) Note that some civs like Izzy of Spain or almost impossible to get to switch religions. And like Izzy, if their favorite civic is Theocracy, you will have to bribe them to switch "religion" civics first. Otherwise, they will stay in Theo the whole game.
