By those arguments, Rome led by Trajan has a claim to the Matterhorn, the Dead Sea and the White Desert. Germany led by Barbarossa could also claim the Matterhorn.

Given how often Barbarossa crossed the Alps... and Switzerland including the Matterhorn was Part of the HRE for several centuries. So, yes, that‘s not absurd at all since it is actually part of the HRE‘s core Land and not some outskirts like the White Desert is for Rome, for example. For world wonders it is somewhat easier since you can look at which civ build it. That‘s why Alhambra = Arabia but Potala =/= China.
