What exactly do the Ottomans need for their second uhv? It looks like I've conquered the Balkans, Mesopotamia, and the Black sea. What else do I need?

For Turkey, control means: (The numbers are also visible in the map in the link)
- 3 cities in the Balkan (You only have 2)
- 4 cities at the Black Sea (You only have 3)
- 3 cities in Mesopotamia (you only have 2)
