Simple question really, would the Akıncı and Bashi-Bazouk be considered mercenary units?

Bashi-bazouks weren't. They didn't even get paid by the Ottomans (for the most part).

No, they were irregulars, meaning they did not fight with the "normal" part of the army. Think of them as the guerrilla warfare wing of an Ottoman Army.
