Which version of civ do you have? This scenario could have been made for a later version of the game than yours.

This can happen on any normal game...I've seen it myself. I forget the way it's triggered. I think it has something to do with a certain player number being taken out of the game. But I don't remember exactly. It's been a while since I've seen it posted here tho.
