My logic goes...

food = people
people = production
production = power
power = land
land = food

I couldn't have put it better. Acquiring food underpins my strategy no matter what victory condition I've chosen. In the early game I put my new cities on food focus and lock down food producing tiles until there's sufficient excess food to shift focus and/or start assigning specialists.
 
I would say production because you have to provide your own. Everything else can be acquired some other way.
 
Gold, without a doubt [And production is a VERY close second place]. Why? Because in this game, gold is king. Have enough gold and you can buy everything else on the list. Food and Culture you can get from bribing CS's, Gold can keep your science going through research agreements AND buying CS's [with the patronage tree]. Gold can also be used to purchase important production improving buildings [workshop, forge, stable, stoneworks, factory, whatever]; although this is probably the least effective use of gold spending, it CAN be done. So like I said, GOLD is king, and production is queen, I guess. :)

The interdependencies between them all are the black magic of 4X games.

Instead of importance, this is my ordering for greatest to mildest indicators of success.

science > production >> gold > food > culture
