Pacts not in Civilopedia

The Pact of Secrecy and Pact of Cooperation are not in the Civilopedia. When I are making offers to a civ you can mouseover them to see what they do, but when a Civ first offers one to you, if you don't already know what it means, there doesn't seem to be a way to find out.
 
I've the same question, no way to know what a pact of cooperation is...Someone know what this think do??
 
The tool tip (when you offer one) says that it makes them like you more as long as you work with them. For the Pact of Secrecy the tool tip says something like it's an to undermine another player. It will make the other leader less friendly towards the target, and more likely to want to go to war with him.
 
Confirmed bug, Pact of Cooperation exists in the game and does not appear in either the 'pedia or manual. Still trying to figure out its actual effects, if any. :dunno:
 
This is the first aggravating thing I've found in Civ5. Not only is there no info in the game or manual on what these pacts do, the player can't access any info to help them make a decision.

If civ A asks me to enter a pact of secrecy against civ B I have no way of looking up any info on civ B and can't make an informed decision (unless I've memorized everything about civ B).
