Painting/Image Editing programs with ninja transparency skills

I'm sure that some of you who have used paint shop pro, may recall that version 9 allowed the user enormous control over how image and layer transparency and blending is handled, with sliders for individual colors and selecting exactly which parts get transparency and blending, as well as how visible selected colors are in other layers.

I don't know if this is retained in later versions.

Anyways, GIMP and paint.net do not give me that much control over transparency. Are there any freeware painting/image editing programs that do? If so, which ones?
 
Whats wrong with using Paint Shop Pro 9?
 
Nothing. I've been unable to install it on my newer computers because I lost the disk. :undecide:

And I don't like having to dish out money on the internet.

Yeah if you have the license number still, you can probably get a replacement disk sent for nominal fee (probably $20 ish). It's very cheap to get at least the discs on ebay.
