paratrooper bug

[Thrust Vectorin]

I paradropped a paratrooper directly onto a city with no units in it (nuked it twice), and the paratrooper got shot down... but the city was still captured.

How to recreate:

load attached save file.

Paradrop from Charles directly on top of Paris.
