Passable mountains and bridges.

Now that we have military engineers in the game, how about letting them spend charges to build bridges (coast and then ocean tiles once you research the appropriate techs) and tunnel through mountains, make them work as passable road tiles.

Maybe make mountain tiles more desirable by making them garrisonable and giving them a big defense modifier once they're tunneled, specially since we've seen how much bigger of an attacker:defender ratio and artillery/air support is needed to defeat fortified al-Qaeda positions in the Afghan ranges, even with modern weaponry, tactics and technology.
At the same time in keeping with the innate logistics involved in such projects, have it take something like 5 engineer charges to complete, ; this way while not prohibitive, it could make it unviable to just spam mountains with tunnels unless you just want to dig in all game, which granted, would make the currently shy and tactically ineffective AI even more boring, but that's a different problem for different thread.

On the subject of coast/lake-sea bridges: It makes sense to me that they could start being built by researching an infrastructure-relevant cultural slot in the renaissance era and then the modern era.
Then again Alexander of Macedon's engineers built a 1 km causeway, in the middle of a siege, just to take one city on the ancient era so idk. I just want bridges in my Civ.
