Patch 3.19

For some strange reason, I tried downloading BTS patch 3.19 and it won't work. The installer opens up fine, asks me the language, the ToS, newsletter, and then suddenly closes with no message of an error or anything. And it's certainly not installed. The thing that mystifies me is that I am doing this on a friend's laptop, which is exactly the same as my own, and the patch worked fine on my laptop. He's running Windows XP, he has all three Civ IV's purchased, and his laptop is quite new, and this is actually the first time it fails to do something without giving a reason. Does anyone else have this problem and/or know how to fix it?

Do you have Vista/7?
If yes: Install it with admin rights, make sure that you do so, even if you think that you already have these rights.
