Patch 313 file not installing

I downloaded the patch file, ran the .exe file okay on one computer but it does not run on my other computer. On my second computer a msdos 'black pop up' comes up then disappears.
I am wondering if this second computer does not have the correct software to run this .exe file for example win rar or win ace or whatever, I haven't done alot of this for years now.
Do you know what I need to do, or install on this second computer?

You don't need any software to run .exe files

Try running it using cmd

I right clicked on the patch file and select 'run as'. An error popped up say in that a temporary file could not be created and also asked if enough space was available. Difinately have enough space so I dont know why it cannot create this temporary file

Try saving it to your HD and running it from there, rather then using the "run as" option.
