Question : What is the most completely useless unit in the game.

Answer : The Scout. Already before hunting is researched the scout is more or less useless. He wont stand a chance against most animals, and as soon as the first barbarian warrior emerges he is as good as dead.

Sollution : I made him (and explorers (+2xp) and adventurers (+5xp)) able to join armies which gives them a pathfinder promotion that adds 1 movement and 1 movediscount. (Thinking about adding a +1 visibillity as well)

Note : As only 1 unit can lead an army (visually) it is advisable to join the scout before joining warlords etc, as they'll take the leaders place (graphically only. gamewise the army will have both the warlord and the scout leading them).

This is a good idea, but might I suggest also adding a national limit of scouts (say five or so, maybe scaled to map size)? I'm imagining attaching a scout to every unit being too much of an advantage.

Unfortunately Civ does not work that way. As soon as you attach a scout to another unit you can build another scout because the other unit is not a scout. If you see what I mean. It is the same "problem" as with the warlord(S) units.

Hmm, sounds like it would take some hefty SDK work to implement a "National Attached Limit" feature...

It might be too powerfull with the extra move. The thing is that the AI very rarely (or never) build scouts nor use them to upgrade units, so this is a player thing only.
Think I'm going to downscale it to only give +1 visibillity, but with the option to select mobility, movement and enemy roads as promotions for a scout lead army.
 
In one mod I saw, scouts and explorers could be added to ships giving them extra movement and visibility. Now that would be useful:mischief:
