Honestly, I don't care that much for perfect balance. Something I hadn't mentioned though is that Cuba was updated, and now Revolucionarios lose 12 HP whenever starting a turn of Resistance, so they are far more ephimeral now.
Anyway, on other news, this is the current plan for the Uru:
UA: People of the Lake: All lakes receive a source of Fish. Increased Growth Rate and +4 Faith when establishing cities next to lakes or Natural Wonders. Half the bonus when establishing only next to coast.
UU: Jas-shoni: Replacement for Settler, which receives the combat and movement abilities of a Scout. May embark from the start, receiving +2 movement while embarked.
UI: Totora Isle: May be built on Coast and Lake tiles. Connects Water Resources with the same benefits of Fishing Boats, except Oil. Allows land units to walk on water; +2 Faith. +1 Food without a resource. Destroyed when pillaged.
Pretty much the idea is, establish next to a lake (or at least coast) and then go crazy by making Totora Isles everywhere. This helps both in growth and in faith. So growth-faith civ!
The uru are pretty strange people. Not only do they build the Totora floating isles and call themselves people of the lake, but some of their tribes also establish in weird but beautiful places, like the Salar de Uyuni or the Sagrada Cerrania; hence the Natural Wonder bonus/hint.
