Patronage 20-reset oddity

Anyone got a clue why this happened?
I chose the patronage policy to reset the starting point to 20 with all city states.
When I checked, only about half had been reset. The others remained at 0.
It specifically says all starting points will be reset - not half of them.
Playing the mongols on king level.
 
It doesn't reset the starting point to 20 instantly. It grows to 20 over time. And it may treat CS that you have not met yet differently than ones you have met; not sure how this part works exactly.

To be more precise. It shifts the "ground" threshold to 20. So that the decay goes down to 20 and increases to 20 if it's below it.

If you aggrevated City States, this threshold actually goes down as well.

It does not jump start them, it simply makes it easier for you to befriend them. Pledging to Protect increases the same threshold by another 5, for 25 bonus (making it almost easy to be their friends), and Papal Primacy I believe does this by another 15 or 10. so you are guaranteed to be friends with all City States following your founded religion.
