Patronage penalty cumulative?

Is the patronage 33% penalty to other civs influence with city states cumulative?

i.e. If 3 other civs have completed patronage, does influence decay at twice normal speed?

And if so, if 3 other civs have completed patronage, and you have started it, is the 25% bonus additive or multiplicative with the penalties.

i.e. does one who has started the patronage tree facing three opponents who have completed patronage face a 75% increase to influence decay or a 50% increase?

I assume also these penalties scale with the number of civs, so the more civs, the harder maintaining relationships with city states become?

I have no idea.. but you can test it VERY easily.

1. Download the Tools (via Steam for free, under the Tools menu)
2. Open up World Builder
3. Create a badly designed map
4. Spawn 4 nations, 3 AIs, and 1 Civ
5. Add a single CS
6. Modify each Civ's so they have the Patronage Tree completed.
7. Save, go in game, and see the amount it decreases. you might wanna add some base influence (via Worldbuilder or just give yourself 500 gold)
 
Interesting note: The penalties given by an eliminated civ do not disappear.
 
I started in medieval and everyone is taking patronage. Allies are expeeeensive.
 
The funny thing is I've seen AI choose Patronage when there were no city states at all in the game. (One of the duel size maps on Explorers, battle or something like it)

I found this out a few games ago, I was Babylon on an island all by my lonesome and was going either for diplo or cultural win(I did culture in the end). Suddenly I see a pop up that another Civ has adopted a policy that increases my influence decrease. Well my reaction was very reasonable, I invaded the other continent and wiped him out, but the penalty remained.

Btw a question, that also was the first game I used nukes(just never had the need, didn't this time either, but wanted the achievement). Before that I had NEVER seen a nuke used, but since that time I see it all the time. My question is does the first use of nukes by you set off the AI to use nukes(perhaps by seeing the achievement accomplished)? In this case you can avoid them by being offline.
