The way I see it, you are to blame for quiting. When they pause, you unpause and just keep fighting them untill they are the ones that give up.
The way I see it, any competent multiplayer game limits pauses so that people can't ruin the damn games.
You might like playing "press the button 100 times), but some people playing civ online would like to actually play civ.
The vote screen issue is even bigger. I'd imagine it's something that could get past playtests since it wouldn't occur to competent testers to act like douche-bags rather than test game features, but this severe game flaw shouldn't have made it very far past the initial release...maybe one, two patches in.
It didn't get fixed. Along with a laundry list of other crap that should have been cut down back in vanilla rather than existing in 3.19. I'm not even talking about debateable things like event balance, I'm talking about unquestionable terrible gameplay flaws that were ignored patch after patch in favor of questionable gameplay tweaks and introducing bugs (like overflow, which is now, as of 3.19, years after the game release and known to everyone, still bugged).
Less obscure things like pause spam, shift-click not working, and "the game thought you were holding alt even though you weren't, whoops" have been around for years too. Fixed? Nope. Too busy making a "no espionage" option, breaking then unbreaking the spread culture mission and nerfing UU's like redcoats while leaving comparably stronger UU's alone.
And then we get people in the bug forums pretending that flagrant game design errors aren't bugs. No thanks.

If you'd prefer, you can use something other than dictionary.com such as wikipedia, or any other number of dictionaries that would allow pause abuse to constitute a bug. Even if ALL dictionaries don't define it this way, enough do that it's hardly appropriate to shoo this terrible game flaw that BELONGS here off this subforum. Would it really be so hard to limit pausing to 3 times in a half hour or something?
In case you aren't aware, older games have managed to do it...in the initial release.
