PBEM Custom Game set up where the option for RESOURCES as Balanced or Standard exists.
You have to have installed Warlords, it doesn't appear in BtS unless you have.
To repair the problem you would need to uninstall BtS, Install Warlords then BtS and 3.19.
Not In BtS without Warlords;
Warlords New map options: World Wrap (Torroidal/Flat/Cylindrical), Resources (Balanced/Standard)
