PC created maps, terrain & resorces??

When the PC creates the game map can you use the editor to tweek how many resorces or certain terrain will appear

It is possible to create 'mod' that will make more resources to the map. I think that the terrain part is defined only by the selection of Temperate/cold thingie, and age and rains...
