Pedro's Carnival

Can someone explain to me how Pedro's Carnival works? It says it provides an ammenity while active, so I assume thats one ammenity while you are working on it, then it says when it is complete it grants great people points for each type. How is this specifically calculated, does it do ALL great people, or just the districts you have in that city? Do you get more points for a higher population? Can someone walk me through how it is calculated so I could predict what would be granted for doing it in a given city?
