Penalty for using nukes?

If I was playing peaceful but wanted to cut down a leading nation a bit and DOW and launch a few nukes at them. Does the world turn against me or is it that bad?

For building and launching the nukes some civs might become afraid of you. There will be a penalty saying "You nuked them" or something like that on the civ that you nuked, but the rest of the world usually doesn't care if you use nukes. Now on the other hand, the warmonger penalty for declaring war and capturing cities can be quite bad, especially depending on your diplomatic situation.

The warmonger mechanics are unreal and way too harsh. The penalty for a nuclear policy is negligent, though if your nuclear fallout affects a city state, they immediately declare war on you.
