Perhaps a Weird Idea: Create your own leader/ Civ

I always thought about all the mods people make and wondered why Civ has never just let you pick from a list of traits and bonuses for your civ and leader, and allowed you to physically customize your own leader, civ architecture style, and things of that nature?

For creating a leader that may require some extra time and effort, but everything else pretty much would come from existing civs and you just are picking and choosing what features you want.

In Civ1 and Civ2 you could (at least change the name of an existing civ and in Civ2 also your title under different governments). I think it's more problematic the more unique features there are. A civ is no longer just a name.
