Perma state of war against city state..

Hi, I'm currently playing a game where by I have an allied city state which has been attacked by China, now I repelled her attack on my CS, but I cannot get her to make peace with Helsinki, she keeps asking for peace with me, but when I ask her to make peace with Helsinki the tool tip says she is at a state of permanent war.

Does this mean that either I have to wipe out China, or let my CS be taken over or simply defend it for all time? No matter how many units she loses she hasn't yet sued for peace.

Either way we're both being dominated by the Persians, he's already conquered 2 other civilizations.

Well, you either
a) wipe out China
b) let your CS be taken over
c) defend it for all time

Permanent state of war is... permanent...
 
My experience has been that the turn after they make peace with you they will make peace with your allied city states. They can't make peace with them whie they are at war with you.
 
Once a Civ attacks a city state directly twice no city state will ever make peace with them again. This is called 'permanent state of war' in the game. Since they will be at war forever you have the choice of destroying the civ, letting the CS die or defending the CS pretty much forever.
 
I'd just loan Helsinki some units if you don't want to do the defending yourself (plus if they share a close border, they can continue the war for you). Unless you want Helsinki to die, you have to defend them in some sort of way or send the Chinese packing for good.
 
I really hate this feature. By God if I ally with a City State they ought to be at the same state of war with another Civ as *I am*. It also means an inevitable wipeout of that city state, since they are handicapped and are no match for any Civ. Sigh. This needs to change - allied CS must assume the same state of war as their allied Civ *no questions asked*.
 
If you are at peace with China, then just surround the city state with units so China has no path to attack it

I don't think that's quite how it works. I conquered two CS's and as a result, two CS's went to perma-war with me, but not every CS. But yeah, nothing can undo it. Kind of a stupid feature, I think. Especially when every single CS wants you to wipe out another CS by mid-game.
