Permanent Alliance Question

In my latest game I managed to get PA with Hatty.
During the game I noticed that one of her cities stole two tiles from one of
my commerce cities. And I who thought we were friends... Two fully developed towns
I already had a cathedral and quite a few other culture producing buildings.
Cranked up the culture rate to get the tiles back, but it didnt seem to have
any effect. Never got my towns back before the game ended

Perhaps I didn`t wait long enough?

Anyone else got experience with this?

It's hard to take tiles from a Creative leader. Not only are there the 2 culture/turn naturally coming from their cities, but they also get cheaper theatres, which encourages building them quicker. Also, any cultural multiplier buldings that they build are based off of the increased culture rate from their trait, so they're even more effective.
