Permanent War, with No Option for Peace

Hello all. I was wondering if there is any sort of mod out there that allows you to set two civilizations against each other in permanent war, with no ability to make peace. I tried the "Always Peace" option in Custom Game and declared war through worldbuilder, but I was still able to make peace through contacting the other leader. What I'm looking for is a mod that will allow me to make it so that no civilization is able to declare war, then I can go in and create a war through worldbuilder, and then that war not be stopped through diplomatic means (i.e. contacting the leader).
