Right now, I think Persia's UA makes them the only civ a serious contender for a culture win.
When you are going for a culture victory, great people and faith tend to come with the territory..and it makes it easy to generate nonstop GAs (In my last game from the industrial age on I never went out of GA, and I didn't even have the Itza).
Because of this, Persia's 50% culture bonus just blows everyone else out of the water. culture multipliers are rare, so that extra 50% just makes them super strong.
Next game I want to fight Persia as the AI. I figure that the AI massive happiness bonus should translate to a near constant GA as well, so I want to see how the AI's culture performs with the new Persia.
