What's this about?

http://en.wikipedia.org/wiki/Magnitsky_bill

The "Counter-Magnitsky Act" is Russia’s response to the so-called Magnitsky Act, which was recently adopted in the US. The Magnitsky Act bans several Russian top officials, who allegedly have to do with the murder of Russian financier Sergey Magnitsky, from entry to the US. In response, Russia may adopt a similar act against US citizens who have been involved in various crimes.
Is this one of those things where everyone jumps on the band wagon shouting this is an outrage? Then it turns out to be something of nothing or nothing of the sort and everyone goes off mumbling "that was a waste of time"?

I mean, I'm in favour of justice and all that, but I do like to be sure, before signing petitions, that I actually know what I'm supposed to be supporting.

And that this isn't just an attempt to make trouble between two armed to the teeth global powers. (Admittedly the Soviet Union's no longer around as a superpower, but Russia's arsenal is still formidable.)

Well, this has to be true, I hope. But on the other hand, there's the straw that breaks the camel's back.

Whatever you think about the Magnitsky Act, Russia's response to this is just low. Yes, take it out on the orphans

However, I don't see what a White House petition can do about that. At least not in that White House.

Russian parliament went further then that and banned Americans adopting children from Russian orphanages, arguing that several incidents of Americans mistreating their adopted Russian children (there had been a widely-published case when one kid died from being left in a closed car in hot weather) make it justifiable. Protesting this anti-adoption law is the point of the petition. Mind you, I don't think that Americans banning Russian lawmakers from entering the USA will do anything besides making said lawmakers even more self-righteous.
