The reason for this thread is not because I care at all about picture editing or whatever, but my wife does. Our anniversary is coming up, and I know she really wants an extravegant picture program. I know your'e saying WoW! what a romantic husband you are  We're simple people, and it's what she wants. Anyways, what are some good ones to look at? I am also taking suggestions for a better gift too :)

Get her one of these

You can "change the oil" for her every month, or week, or day ;)

Well, Photoshop is the industry standard, but the full Photoshop 7.0 costs like $500. I would recommend Photoshop Elements 2.0. It's simplified but still has most of the features you want- really only graphic professionals need the full version. And retails for less than $100, less than $50 with some rebate offers.

I think another extravagant gift would be to get one of your wedding photos and have an artist paint a portrait of you two.

Well, there's Adobe Photoshop, which is the workhorse of the paint programs. (about $200).

Then there's Paint Shop Pro. Not as many features, but still a very good photoshop-like program for $100. Think of it as a "Photoshop-lite".
