Pillage button missing - bug, or weird edge case?

Hi there. I just run into a weirdest situation in my current game.
I'm playing Machiavelli/Silla, warring against Hatshepsut/Carthage. I moved my army onto her rural tiles, ready to heal up using the land - only to find out the pillage button is just not there:

Any ideas what could be going on? I have tried disabling all custom mods, tried exiting the game & verifying integrity of the files, but it's refusing to appear.

EDIT: Just to add to the weirdness, I can pillage the urban districts. It's just the rural tiles that it's not there for.

Biome restriction ? as in can’t pillage desert tile ? I’m fishing here, i really don’t know… but this has happened to me in the past …

I've only got the final turn save left now, since I moved to exploration in the meantime, and we're not at war there. Would that still work?

I don't think so. In the subfolder "saves/previous" (or smth like that) where saves are located, you might be able to find aves from the previous age.

First rule of a bug report: Provide saves, preferably before the bug happens (in most cases, some like this one would be enough to have as it happens), much easier to pinpoint the cause of the bug for the devs. And ofc for us regular joes who want to help a fellow forum member.

I'm able to reproduce this weird bug. Do you mind if I create a bug report using this save file? I've already submitted over 20 of them, so I know the whole process end to end
