Pillaging Luxuries and Propaganda

Would this work well? Let's say you move into your opponent's territory and pillage all tiles with luxuries, making their population unhappy. Then you initiate propaganda in the cities that have been cut off from luxuries and hopefully it succeeds because they are unhappy with their civilization.

It seems logical enough, not sure about the numbers on that though. It also depends on the specific situation. Generally the farther the said city is from there capital, and the closer it is your own borders, the better. Of course, if the enemy civ is in Democracy then propaganda won't work. Of course if you can pillage all their lux tiles, why not just save money and take them cities the old fashioned way?
