Help my pioneer wont build cities. I decided to build setlers later in the game but they are upgraded to pioneers but they cant build a city what to do

Check its location. You can't build city within 3 tiles of another city.
If not it might be some UI bug due to mod conflict, but nobody reported anything like that so you have to post your mod list also.

I think you can’t settle a city if unhappiness is bigger than -10.

I just checked my unhappiness and its -58 thanks for help.

To be fair, it gives you literally nothing to indicate what the problem might be. The 'settle' button just completely disappears without any explanation; the first time it happened to me, I spent about an hour troubleshooting mod conflicts before I figured it out.

Since there is no tooltip, probably 1 sentence in Civilopedia in Strategy section would do the trick.
Actually, does it apply to all types of settler units?

It does, yes. Even Conquistadors.

I do think it would be more intuitive UI-wise if the Settle button remained there, but greyed out and with 'Happiness must be greater than -10' as a tip on mouse-hover. Is that possible @Gazebo?
