My suggestion is to make it so that coastal cities with bad living conditions can randomly spawn AI controlled pirate ships (barbarians).

I personally don't like the idea...

However, ontopic (pirates): Does anyone know if any of the expansions for Civ4 has reincluded Privateers - these rocked. :goodjob:

Yes in BTS. And they still rock!!
 
Pirates would be awesome, but they'd be better if they had leaders you could actually talk to, trade with, vassalize. They could build things if they had captured cities and research tech, like a regular Civ but starts out only with a Brigand Unit
Power:5 Movement:1 +50% V.S. Coastal cities, When on a coastal plot it could be used up like a GP to make a Privateer unit.
